The second last step, I just colored on a NEW layer those colors, blurred then with the watertool or if you prefer the blur tool, its up to you. Then I changed the layer mode to as you can read on the left side of the last eye, luminocity. That "mode" will give it that glowy effect. If you still don't understand, I'm planning to make also a video about this tutorial, where I will show exactly what I do
