The second last step, I just colored on a NEW layer those colors, blurred then with the watertool or if you prefer the blur tool, its up to you. Then I changed the layer mode to as you can read on the left side of the last eye, luminocity. That "mode" will give it that glowy effect. If you still don't understand, I'm planning to make also a video about this tutorial, where I will show exactly what I do Hope it helps*you can find the layer mode between the layers and your navicater. I will tell you in steps
1. I drew the vivid colors on a new layer above the eye drawing.
2. I blurred the vivid colors
3. I set the layer mode Luminosity and played with the opacity
That is basicly it ^^
And ugh. *I'm a fool.

I also find somethings I do not understand , but when someone explains I do ^^
Don't even worry about grammar xD I am not even English xD I make a lot!
It irks me to see that I have wrong grammar or typos, and I have the urge to correct someone who's not joking about their grammar.

I want to say it was one of the Armitage movies, but I'm not sure.
